This classic formula treats severe liver qi constraint invading the middle jiao with blood stasis.  Over time the chronic liver qi constraint produces blood deficiency, eventually leading to blood stasis.  Jia Wei Xiao Yao Jiu is for milder liver qi stagnation with heat, while Shu Gan Li Pi Jiu is more appropriate when the liver qi constraint is more severe with blood stagnation.*
